高校基层党组织是党在高校的战斗堡垒。党建工作压力传导不到位、党建和业务工作“两张皮”、基层党组织的政治和服务功能发挥不充分,是当前高校基层党组织存在的主要问题。认真落实新时代党的组织路线,教育引导高校基层党组织书记强化主责意识,聚焦落实立德树人根本任务,自觉将抓党建“第一责任”和抓发展“第一要务”有机结合起来,强化政治和服务功能、积极推进党建工作与业务工作有机融合、持续推进党建工作创新,才能真正将高校基层党组织建设成为团结师生干事创业的坚强战斗堡垒和党员干部的精神家园。
