How to Realize Agile Governance in Digital Government Construction:Multi-dimensional Development and Its Uncertainty Overcoming

作为一种新范式的敏捷治理,不同于传统的以政府为中心的科层管理和以社会为中心的协商治理,正成为智能化时代数字政府建设的重要价值取向。“敏捷”反映着政府服务的时间与空间要求和效率导向,由此进入政府治理领域。数字政府建设实现敏捷治理的四个维度:公共服务逻辑——以公众需求为中心、知识积累过程——学习型政府建构、回应性结构——回应型政府建构、适应性机制——适应性治理能力培育。在政府与社会两个场域中,敏捷治理的超越科层逻辑是其得以破除政府治理效率障碍的关键。当然,数字政府建设实现敏捷治理仍面临着诸多不确定性,需要在合法、合理和渐进的原则下实现突破。走向敏捷治理的数字政府建设能够准确识别公众所需,有助于实现数字政府建设的人民性的价值依归与效率目标的完美融合。

As a new paradigm,agile governance,which is different from the traditional bureaucratic management with government as the center and deliberative governance with society as the center,is becoming an important value orientation of digital government construction in the intelligent era. "Agility" reflects the time and space requirements and efficiency orientation of government services,thus entering the field of government governance.There are four dimensions to realize agile governance in digital government construction:public service logic centered on public demand,knowledge accumulation process focusing on learning government construction,responsive structure to construct responsive government,and adaptive mechanism to cultivate adaptive governance capacity.In the fields of government and society,the key to break through the barriers of government governance efficiency is the transcendence of hierarchical logic of agile governance.It is no doubt that the realization of agile governance in the construction of digital government is still faced with many uncertainties,which need to be achieved under the principle of legality,rationality and incrementality.The construction of digital government towards agile governance can accurately identify the needs of the public and help to realize the perfect integration of the people-centered orientation and the efficiency goal of digital government construction.
