Digital Social Governance from the Perspective of Government-Enterprise Cooperation:Risk Identification and Resolution

政府与数字化科技企业协同合作,有利于统筹行政和技术两种力量,深化社会智慧治理,破解数字化社会治理中面临的难题,提升社会治理效能。立足于“新兴技术企业已成为新发展阶段社会治理主体”的基本判断,本文将研究视角定位于政企合作,聚焦分析三方面问题:一是现阶段政府部门与数字化科技企业合作互动现状;二是数字化社会治理中政企合作存在的风险及问题;三是如何防范化解风险,科学规划和有序推进政府与数字化科技企业良性合作,加速推进社会治理的数字化转型。

The cooperation between the government and digital technology enterprises is conducive to coordinate two forces of administration and technology,deepen social intelligent governance,solve the problems faced in digital social governance,and improve the efficiency of social governance.Based on the basic judgment that“emerging technology enterprises have become the important body of social governance in the new development stage”,this paper positions the research perspective on government-enterprise cooperation,focusing on three issues:first,the current situation of cooperation and interaction between government departments and digital technology enterprises;second,risks and problems existing in government-enterprise cooperation in digital social governance;third,how to prevent and resolve risks,scientifically plan and orderly promote the benign cooperation between the government and digital technology enterprises,and accelerate the digital transformation of social governance.
