基于熵值法的地方政府优化营商环境途径探索——以安徽省为例

A Study Based on Entropy Method on the Ways for the Local Government to Optimize the Business Environment——Taking Anhui Province as an Example

以熵值法为基础,对安徽省16个地级市营商环境水平进行实证分析,探讨地方政府优化营商环境的途径。结果表明,安徽省营商环境整体水平较低,各地级市排名差距明显,且普遍在经济发展、公共服务一体化以及财政分配方面存在问题。为加快构建营商环境发展新格局,地方政府在经济方面应配套金融支持,注入创新力量;在公共服务方面要充分利用大数据,实现公共服务一体化;在财政分配方面应坚持横向和纵向财政协调配合。

Based on entropy method, the paper makes an empirical analysis of the business environment of 16 prefecture-level cities in Anhui Province, and discusses the ways for local governments to optimize the business environment.The results show that the overall level of the business environment in Anhui Province is low, the ranking gap between cities is obvious, and there are problems in economic development, public service integration and financial distribution.In order to speed up the construction of a new pattern of business environment development, local governments should provide financial support and inject innovation into the economy, make full use of big data in public services to realize the integration of public services, and adhere to the horizontal and vertical fiscal coordination and cooperation in terms of fiscal distribution.
