In this paper,the definition of science and technology enterprises is briefly described.And the pursuing of scale and technological superiority of the science and technology enterprises are analyzed in the survey and design industry.Through the analysis,it is concluded that the useful talents and the system suitable for enterprise development are the powerful driving force of enterprise development.
