脱贫攻坚与乡村振兴有效衔接问题研究——以江西省吉安市为研究对象

随着党的第一个百年奋斗目标的顺利实现,我国农业农村的发展进入乡村振兴阶段。作为新时代解决我国“三农”问题、发展“三农”工作的重要战略,乡村振兴的顺利实施与稳步推进,必须建立在厚实的物质经济、高效的体制机制以及坚强的组织领导等基础之上。作为乡村振兴基础版的脱贫攻坚和脱贫攻坚升级版的乡村振兴,两者统一于我国农业农村现代化的历史全过程。从学理上分析,脱贫攻坚战目标的实现,为乡村振兴的全面实施打下了坚实的基础;乡村振兴必须以脱贫攻坚成果的进一步巩固、拓展和提升为前提。确保脱贫攻坚与乡村振兴的有效衔接,既是全面推进乡村振兴的首位工作,也是巩固、拓展和提升脱贫攻坚成果的题中应有之义。

With the realization of the party’s first centenary goal,the development of my country’s agricultural and rural areas has entered a historical stage of rural revitalization.As an important strategy for solving my country’s“three rural”issues and developing“three rural”work in the new era,the smooth implementation and steady progress of rural revitalization must be based on a solid material economy,efficient systems and mechanisms,and strong organizational leadership.superior.As the basic version of rural revitalization,poverty alleviation and rural revitalization,the upgraded version of poverty alleviation,are unified in the entire historical process of my country’s agricultural and rural modernization.From a theoretical analysis,the realization of the goal of poverty alleviation has laid a solid foundation for the full implementation of rural revitalization;rural revitalization must be based on the further consolidation,expansion and promotion of the achievements of poverty alleviation.Ensuring the effective connection between poverty alleviation and rural revitalization is not only the first task of comprehensively promoting rural revitalization,but also the proper meaning of consolidating,expanding and improving the achievements of poverty alleviation.
