政府采购支持中小微企业的理论逻辑、政策演进及发展

Theoretical Logic,Policy Evolution and Development of Government Procurement Supporting Medium,Small and Micro Enterprises

我国政府采购经历了二十多年的发展,政府采购的政策功能正在逐步凸显。文章在平等原则和差别原则基础上,构建“平等兼顾差别”理论框架,有效解释政府采购支持中小微企业理论渊源、政策内涵及发展方向。政府采购支持中小微企业的关键目标在于:维护实质性公平竞争的市场秩序、吸纳就业并稳定经济、鼓励和促进科技创新。当前,政府采购扶持中小微企业面临着“统一大市场建设”“国际形势复杂多变”“新冠疫情蔓延”“强化科技创新”等复杂形势及诸多问题。为此,政府采购支持中小微企业政策需要遵循“平等兼顾差别”理论,在发挥稳经济稳市场稳就业政策功能的同时,坚持多目标政策取向,进一步激发中小微企业科技创新能力与发展动力。

After more than two decades of development,the policy function of government procurement in China is gradually coming to the fore.Based on the principles of equality and difference,the article constructs a theoretical framework of “equality and difference” to effectively explain the theoretical origin,policy connotation and development direction of government procurement in support of Medium,Small and Micro Enterprises (MSMEs).The key objectives of government procurement support for MSMEs are maintaining a substantial and fair competitive market order,absorbing employment and stabilizing the economy,and encouraging and promoting scientific and technological innovation.At present,government procurement support for MSMEs is facing complex situations and many problems,such as “the construction of a unified market”,“the complex and changing international situation”,“spread of Covid-19” and “the strengthening of scientific and technological innovation”.To this end,the government procurement policy to support MSMEs needs to follow the theory of “equality and difference”,play the function of stabilizing the economy,stabilizing the market and stabilizing employment,and adhere to the multi-objective policy orientation to further stimulate the scientific and technological innovation capability and development momentum of MSMEs.
