近年来,各国对国际深海空间的探索不断推进,同时国际深海空间军事化问题不断凸显,主要体现在大国对深海战略认知日益强化、深海军事装备智能化水平不断跃升以及深海作战战术理念逐步丰富等方面。国际深海空间军事化的不断发展不仅会对深海资源可持续开发构成严重威胁,更会引发国际深海空间军备竞赛,严重阻碍国际深海空间全球治理的深入推进。为此,世界各国必须携手治理国际深海空间的军事化问题。具体而言,既要构建并完善深海空间军控机制,也要对深海核军备和人工智能军备的发展予以约束;既要探索构建深海空间军事化的国际法规制,也要在理念层面打造国际深海空间普遍安全的人类命运共同体。

In recent years,countries have advanced the exploration of international deep-sea space,but the militarization of international deep-sea space has also become increasingly prominent,mainly reflected in the increasing awareness of deep-sea strategies by major countries,the improvement in the level of intelligence of deepsea military equipment,and the improvement of deep-sea military equipment.The concept of combat tactics is gradually enriched.The continuous development of the militarization of international deep-sea space will not only pose a serious threat to the sustainable development of deep-sea resources,but also trigger an international arms race in deep-sea space,which will hinder the in-depth advancement of global governance of international deep-sea space.All countries in the world should work together to deal with the militarization of international deep-sea space.
