摘要 怀柔水库紧邻怀柔城区,地理位置特殊,一旦发生洪涝灾害,周边群众生命财产安全将受到严重威胁。自南水北调来水调入密云水库工程正式运行以来,作为该工程中间调节库的怀柔水库调蓄空间减小,给防洪工作带来较大压力。2021年,怀柔水库连续发生了“7·12”“7·18”两场洪水,水库管理部门根据实际运行工况,提出了将洪水资源化,通过多渠道、多路径分洪调度新模式,在缓解防洪压力的同时,最大限度地提高了水资源利用率,实现了藏水于地。 Huairou Reservoir is close to Huairou District and has a special geographical location. Once the flood disaster occurs,the life and property safety of the surrounding people will be seriously threatened. Ever since the formal operation of the project of diverting the water from South-to-North Water Diversion Project into Miyun Reservoir,the regulation and storage space of Miyun Reservoir,as the intermediate regulating reservoir of the project,decreases,which brings great pressure to the flood control work. In 2021,Huairou Reservoir consecutively experienced two floods on July 12 and July 18. According to the actual operational states,the reservoir management department puts forward a new flood diversion and regulation mode through multi-channel and multi-path based on the utilization of flood resources. At the same time of relieving the pressure of flood control,it can maximize the utilization rate of water resources and realize the storage of water under the ground.
