公共数据开放利用体系框架研究

Research on the Framework of Public Data Open Utilization System

[目的/意义]作为新时代的潮流,公共数据开放是大势所趋。国内对公共数据开放利用的理论研究关注较少,因此需要构建一套科学高效的公共数据开放利用体系,以促进该研究领域的向前推进。[方法/过程]通过辨析公共数据开放利用的相关概念,探讨公共数据开放利用体系的设计原则与逻辑依据,文章构建了以“开放利用”为核心和重点,以“创造价值”为目标落地,以“数据、技术、需求”为共同驱动力的公共数据开放利用体系。[结果/结论]该体系框架由开放利用环境、数据开放主体、公共数据开放利用平台(数据管理层、数据服务层、交流互动层)、目标数据用户、公共价值评估五大要素共同构成。

[Purpose/Significance]As the tide of the new era, public data opening is the general trend.Domestic theoretical research on the public data open utilization(PDOU)is less concerned.Therefore, it is necessary to build a scientific and efficient PDOU system to promote the advancement of this research field.[Method/Process]By analyzing the relevant concepts of PDOU and discussing design principles and logical basis of PDOU system, the paper constructed a PDOU system with“open utilization”as the core and focus, with“creating value”as the goal and“data, technology and demand”as the common driving force.[Results/Conclusion]The system framework is composed of five elements: open utilization environment, data open subject, PDOU platform(data management layer, data service layer, communication and interaction layer),target data users, and public value evaluation.
