摘要
水权初始分配是实行最严格水资源管理制度和推行水市场建设的关键,基于尊重历史现状、公平性、高效性和可持续利用性原则构建了初始水权多层次分配指标体系,针对评价指标体系存在显著的相关性对分配结果产生的不确定性问题,引入改进CRITIC法构造AHP-改进CRITIC法以减小相关性影响,该方法首先分别用AHP法和改进CRITIC法对准则层和指标层进行赋权,然后将两权重结合以消除单一赋权法的片面性,最后采用综合评价法确定初始水权分配权重,并将该方法用于梅州市内8个县区初始水权分配,与熵权法进行对比分析。结果表明,AHP-改进CRITIC法能有效减小指标间的相关性影响,提高了初始水权分配结果的合理性。
The initial allocation of water rights is the key to the implementation of the strictest water resources management system and the construction of water market.Based on the principles of respecting the historical status quo,fairness,efficiency and sustainable utilization,this paper constructed a multilevel allocation model of initial water rights.Aiming at the uncertainty of allocation results caused by significant correlation in the evaluation index system,the improved CRITIC method was introduced to construct AHPimproved CRITIC method to reduce the impact of correlation.In this method,firstly,AHP method and improved CRITIC method were used to determine the weights of the criterion layer and index layer respectively.Then the two weights were combined to eliminate the onesidedness of the single weight method.Finally the comprehensive evaluation method was used to determine the initial water rights allocation.This method was applied to the initial water rights allocation of 8 counties in Meizhou City.Compared with the entropy weight method,the results show that the AHP improved CRITIC method can effectively reduce the correlation between indicators,and improve the rationality of the initial water rights allocation.
