数字人民币跨境应用的合规监管制度构建

建立审慎的数字人民币合规监管制度对防范化解重大金融风险,构建新发展格局意义重大。当前各主要经济体积极布局法定数字货币研发,抢占数字空间经济话语权,但对法定数字货币的法律规制及其监管存在重大分歧。数字人民币在技术与场景应用上具有先发优势,但由于国际货币体系尚未形成系统性的规则标准,数字人民币的跨境应用面临诸多法律障碍,持续推进构建完善的数字人民币监管制度具有现实必要。因此要把握金融数据主权,确立中国人民银行在法定数字货币时代的监管中心地位,坚持总体安全优先和保护金融隐私的机制设置,通过国际合作,整体强化对跨境金融风险的防范与应对能力。

Establishing a prudent regulatory system for digital RMB compliance is of great significance for preventing and resolving major financial risks and building a new development pattern.At present,the major economic economies are laying out the research and development of legal digital currency and seizing the economic discourse power in the digital space.However,there are major differences in the legal regulation and supervision of legal digital currency.Digital RMB has the first-mover advantage in technology and application foreground.However,as the international monetary system has not yet formed systematic rules and standards,the cross-border application of digital RMB faces many legal obstacles.It is necessary to continuously promote the construction of a perfect digital RMB regulatory system.Therefore,we should grasp the sovereignty of financial data,establish the position of the people's Bank of China as the regulatory center in the era of legal digital currency,adhere to the mechanism setting of giving priority to overall security and protecting financial privacy,and strengthen the overall prevention and response ability to cross-border financial risks through international cooperation.
