流域重点行业水污染物排放管控策略研究

Management and Control Strategy for Water Pollutant Discharge from Key Industries in the River Basin

污染在水里,根源在岸上,河道的污染物主要来源于岸上生产、生活污水排放,其中工业企业的生产废水污染物,由于数量多、分布广、类型复杂,一直是水域环境管理的难点。以石马河(东莞段)流域内的重点行业——电子制造行业为试点,从区域发展规划趋向、流域发展产业经济结构、主控污染指标3个层面提出流域重点行业筛选方法,并提出分级评价标准体系及差别化管理方式,进而确定流域重点行业的水污染物排放管控与风险防范方案,为流域工业企业监管积累试点经验。

The pollution is in the water while the source is on the shore.The pollutants in a river mainly come from the discharged onshore industrial and domestic sewage.Among them, the pollutants in the industrial wastewater from industrial enterprises have always been the difficulties in the environmental management of a river basin due to their large quantity, wide distribution, and complex types.Taking the electronics manufacturing industry, a key industry in the Shima River(Dongguan section) Basin, as a pilot, this paper puts forward a screening method for key industries in the basin from three aspects: the trend of regional development planning, the industrial economic structure of basin development, and the main pollution indicators.Then, it proposes a hierarchical evaluation standard system and differentiated management methods and further determines a management and control and risk prevention plan for water pollutant discharge from key industries in the basin to accumulate pilot experience for the supervision of industrial enterprises in the river basin.
