国际发展合作视角下的数字援助形势和建议

Digital Aid Situation and Suggestions From International Development Cooperation Perspective

数字技术正成为重组全球要素资源、重塑全球经济结构、改变全球发展格局的关键力量,为国际发展合作带来新机遇。国际社会已纷纷探索通过对外援助渠道缩小全球数字鸿沟、实现普惠性数字红利。当前,数字援助初步呈现出若干特点。在理念上,数字援助作为全球可持续发展新动能已基本成为全球共识;在合作方式上,政府和社会资本合作已成为数字援助的典型模式;在合作领域上,以美、日、英等为代表的西方国家更倾向投入数字能力建设等软性援助。虽然目前数字援助总体规模较小、相关援助战略尚未大规模涌现,但由于其具有与经济、社会、文化等各层面融合度高、提质增效快等特征,未来,数字援助或将跻身“主流”援助地位。本文总结了当前国际数字援助的实践效果、传统援助方开展数字援助的现状特点以及新时期开展数字援助具备的条件,在此基础上提出中国参与数字援助的政策建议。

Digital technology becomes a key factor in reconstructing global resources,reorganizing the world economic structure and changing the global development pattern,which brings new opportunities to international development cooperation.The international community has explored ways to narrow the global digital divide and achieve inclusive digital dividends through foreign assistance.At present,digital aid has initially shown several characteristics.As a new driving force for global sustainable development,the world has reached a consensus on foreign aid.Moreover,partnerships between public and private sectors have become a typical model of digital aid.Besides,Western countries,represented by the US,Japan and the UK,are more inclined to invest in soft assistance such as digital capacity building.The current overall scale of digital aid is still low and relevant aid strategies have not yet emerged on a large scale.Thanks to advantages of digital aid such as its high integration with economy,society,culture and other factors,along with rapid improvement in its quality and efficiency,digital aid will continue to grow in the future and is likely to become the mainstream way of foreign assistance.This paper summarizes the effects and results of international digital aid,studies the current situation and characteristics of traditional donors in providing digital assistance and explores the conditions available for digital assistance in the new era.The study also proposes policy recommendations for China’s participation in digital aid.
