拜登政府“印太经济框架”的提出既源于美国加入CPTPP的意愿下降且政策空间不断缩小的国内现实,也与美国目前游离于亚太地区经济合作机制之外的尴尬困境密切相关,同时也是其开展对华地缘经济竞争以重新掌控地区经济秩序主导权的产物。“印太经济框架”在议题设置上主要聚焦新兴经济领域,谋求美国在关键领域的竞争中掌控主导权;成员构成侧重选取所谓民主国家进行合作,意图打造俱乐部形态的“小多边集团”;实施规则倾向高标准与灵活性相结合,构建由美国主导的亚太经济网络矩阵。尽管“印太经济框架”究竟在多大程度上能够发挥实际效用尚待观察,但其背后针对中国的战略意图非常明显,中国须密切关注并审慎应对。

The proposal of the Indo-Pacific Economic Framework(IPEF)by Biden administration stems from the US’declining willingness to join the Comprehensive and Progressive Trans-Pacific Partnership and the shrinking policy space of the country.The launch is related to the embarrassing dilemma that the US is faced with-US is currently separated from the economic cooperation mechanism of the Indo-Pacific region,and the framework is also the product of the US economic competition against China to regain the dominance of the regional economic order.The IPEF includes the following three aspects:it focuses on emerging economic fields in terms of agenda setting,with an aim to seek US dominance in competition in key sectors;it prefers to choose the so-called democratic countries for cooperation and intends to build a small multilateral group in the form of a club;it tends to build an Indo-Pacific economic network matrix led by the US through integrating high standards and flexibility into rules.Although it remains to be seen to what extent the IPEF can play a practical role,its strategic intention to contain China is very obvious.Therefore,China must pay close attention and deal with it carefully.
