上海市长期护理保险服务信息化监管存在的问题及对策探讨

Problems and Countermeasures on Informatization Supervision of Long-term Care Insurance Service in Shanghai

2020年6—7月,运用文献归纳分析、专家咨询与论证、关键知情人访谈和实地走访等方式,调查上海市长期护理保险服务信息化监管工作状况。调查发现,上海市在长期护理服务信息化监管方面已取得较好成效,一定程度上助力了长期护理保险服务监管的有效实现。但是,长期护理保险服务信息化监管在护理机构对护理人员的管理、服务过程的真实性、需方的反馈、监管数据的利用等方面尚存在不足。建议服务提供方不断创新信息技术应用、优化信息技术系统功能,搭建长期护理保险服务全覆盖管理系统。

Taking Shanghai as an example,from June to July 2020,literature induction analysis,expert consultation and argumentation,key insider interview and typical case analysis were used in the study.To a certain extent,the information system has realized the supervision of long-term care insurance services in Shanghai.However,it still has problems in the management of nursing staff by nursing institutions,the authenticity of the service process,the feedback supervision of the demand side,and the use of supervision data.Thus,it is suggested that service providers continue to innovate the application of information technology,optimize the function of information technology system,and build a full coverage management system for long-term care services.
