“双碳”目标下区域绿色金融发展时空特征及障碍因子诊断

Spatio-Temporal Characteristics and Diagnosis of Obstacle Factors of Regional Green Finance Development under the“Double Carbon”Goal

基于2015—2019年我国30个省份的数据,运用熵权-灰色关联模型对“双碳”目标下中国区域绿色金融发展水平进行测度,并进行时空演变特征及障碍度分析。结果表明:(1)各省份绿色金融发展水平有升有降,整体水平较低。试点后的绿色金融改革创新试验区绿色金融水平总体提升;(2)各区域绿色金融发展空间分异明显,呈现出东部→中部→东北→西部地区递增的特征;(3)区域绿色金融发展具有显著的空间相关性,集聚程度不断增强且以高—高集聚和高—低集聚为主,热点区扩散分布于西部地区,冷点区集中于东南沿海地区,东西部区域差距较大且呈加深趋势;(4)绿色保险、绿色社会投资和碳中和金融支持率是影响我国绿色金融发展的主要障碍因子,且各区域阻碍因素各异。(5)指标层障碍因子中,碳中和间接融资支持效率对绿色金融发展阻碍作用最大。

Based on the data of 30 provinces from 2015 to 2019,the entropy-gray correlation model is used to measure the development level of green finance in China under the“double carbon”goal,and the spatial and temporal evolution characteristics and obstacles are analyzed.The results show that:(1)The level of green finance development in various provinces has risen and fallen,and the overall level is low.The overall improvement of the green finance level in the green finance reform and innovation pilot zone after the pilot;(2)The spatial differentiation of green finance development in various regions is obvious,showing the increasing characteristics of the easterncentralnortheastwestern region;(3)The development of regional green finance has significant spatial correlation,the degree of agglomeration is increasing and is mainly high-high and high-low agglomeration,the spread of hot spots is distributed in the western region,the cold spot area is concentrated in the southeast coastal area,and the gap between the east and west regions is large and deepening;(4)Green insurance,green social investment and carbon-neutral financial support rate are the main obstacles to the development of green finance in China,and the obstacles vary from region to region.(5)Among the obstacle factors at the index layer,carbon neutral indirect financing support efficiency has the greatest impact on the development of green finance.
