我国中小学校体育督导评估特征分析

Analysis on the Characteristics of Physical Education Supervision and Evaluation in Primary and Middle Schools in China

运用文献资料法、专家访谈法、逻辑分析法等研究方法,针对我国中小学校体育工作督导评估特征进行分析。结果表明:我国中小学校体育督导评估机构完善,组建了国家、省、市、县4级政府教育督导委员会和政府督导团,与教育行政部门共同完成教育政策落实、教育教学质量、办学条件保障等方面的监督与指导工作;督导评估工作行使着督政、督学、评估监测3方面的职能,呈现出“督政与督学相兼顾、督导与评估监测相促进、行政管理与社会参与相协调”特征;督学具有层次性,每个层次的专职督学都有明确的选拔与聘任条件;督导评估的法制、制度和条件保障有力,督导评估监测的成效与问题并存。

Using the methods of literature,expert interview and logical analysis,this paper analyzes the characteristics of the supervision and evaluation of physical education in primary and secondary schools in China.The results showed that the institutions of physical education supervision and evaluation in primary and secondary schools in China were perfect,and the national,provincial,municipal and county government education steering committees and government steering groups were set up to supervise and guide the implementation of education policies,the quality of education and teaching,and the guarantee of school running conditions together with the education administrative departments;the work of supervision and evaluation carries out the functions of supervision of government,education,evaluation and monitoring,showing the characteristics of“giving consideration to both supervision of government and education,promoting supervision and evaluation and monitoring,and coordinating administrative management and social participation”;supervisors have different levels,and the full-time supervisors at each level have clear selection and appointment conditions;the legal system,system and conditions of supervision and evaluation are well protected,and the effectiveness and problems of supervision,evaluation and monitoring coexist.
