草根公益组织的合法性困境与策略建构--以R机构为例

Research on the Legitimacy Dilemma and Strategy Construction of Grassroots Public Welfare Organizations:A Case Study on R Organizations

草根公益组织能满足特定受困群体的核心诉求,日渐成为社会治理创新的一股重要力量。然而,由于其服务实践处于政府、市场与社会多元主体共治的场域中,主体间复杂的博弈关系也给组织的运行发展带来诸多困难。本文以利益相关者理论为基础,以R机构为个案,论述其面临的法律、行政以及社会三重合法性困境;结合组织十年的服务实践,分析其建构的服务成效、组织声誉以及关系维护等合法性策略;基于策略内部的冲突与张力,进一步提炼R机构与利益相关者之间的博弈互动经验。研究认为,合法性是草根公益组织存续的重要条件,但在合法性建构过程中各利益主体间易形成矛盾冲突。草根公益组织需以能动性和主体间的“伙伴”关系为两大生长点,探索与利益相关者协调发展的良性互适路径。研究深化了对组织运行中主体间行为逻辑的思考,也为草根公益组织建构合法性、持久发展提供了有益启示。

Grassroots public welfare organizations are increasingly becoming an important force in social governance innovation as their services can meet the core demands of specific target groups.However,since their service practice is located in the field of shared governance among government,market,and society,the complex interests among them also bring many difficulties to the operation and development of the organizations.Based on stakeholder theory,this paper discusses the legal,administrative,and social legitimacy dilemmas faced by the R organization as a case study.The study concludes that legitimacy is an important condition for the survival of grassroots public welfare organizations,but in the process of legitimacy construction,conflicts are easily formed among stakeholders.Therefore,grassroots public welfare organizations need to explore the path of harmonious developmentwith stakeholders by using dynamism and inter-subjective “partnership” astwo major growth points. The study deepens the thinking on the logic of inter-subjective behavior in the operation of organizations and provides usefulinsights for grassroots public welfare organizations to build legitimacy and sustainabledevelopment.
