情感治理视域下党建引领社区志愿服务研究--基于重庆市“老杨群工”的个案

Community Voluntary Work Led by Party Construction from the Perspective of Sentimental Governance——Based on the Case of“Lao Yang Qun Gong”in Chongqing

近几年,我国社区志愿服务在党建引领下在一定程度上缓解了资源性、专业性和参与性困难,然而仍然存在志愿者激励不足、服务对象需求难以满足等顽疾。本研究从志愿服务中“人的需求”出发,从党建引领社区志愿服务的情感维度切入,基于情感治理的理论视角,以重庆市“老杨群工”为例,分析了如何通过党委的情感保障、志愿者的情感动员、服务对象的情感管理三个环节,将党建与社区志愿服务整合起来,提供有效的志愿服务。研究发现揭示了党建引领社区志愿服务的情感逻辑,并显示了志愿服务在情感治理中的独特优势,弥补了现有研究的不足。本研究对于创新社会治理体系和治理能力现代化、推进党建引领社区志愿服务研究具有重要启示。

In recent years,under the lead of the Party Construction,community voluntary work in China has alleviated the difficulties of resource,professionalism and participation to a certain extent.However,there are still unresolved problems such as insufficient motivation of volunteers and unsatisfied needs of service recipients.From the perspective of“human needs”,this study analyzes how to integrate Party Construction and community voluntary work through sentimental security from the Party Committee,sentimental mobilization for volunteers,and sentimental management of service recipients based on the theory of sentimental governance.Taking“Lao Yang Qun Gong”in Chongqing as an example,the research findings reveal the sentimental logic of community voluntary work led by Party Construction,and show the unique advantages of voluntary work in sentimental governance,which fill the gap of existing research. This study has important implicationsfor the innovation of social governance system and modernization of governancecapacity, as well as for the promotion of the study of community voluntarywork lead by Party Construction.
