摘要 本文以《社会治理:组织、观念与方法》为例,在社会治理是一种可认识的知识的前提下,探讨和分析了当前基层社会治理失效与有效的理论原理。在中国社会转型的背景下,广泛的社会流动和工作组织的多元化发展使得以单位制为基础的双重治理体系瓦解,社会组织化结构变迁,导致利益通达的结构性阻塞,成为当前基层社会治理失效的深层原因。社会公正的维护机制是社会治理的关键,而这种机制具有多重组织形态与实践样式。作者提出要重视制度的品德,完善符合中国行政机体特点的行政发包制;重塑个体与公共的连接纽带,汲取中国特色反应性治理的成功经验,调整和优化社会公正新结构。这更新并深化了社会治理的相关知识,为新时代社会治理创新提供了新的思路。 The paper explores the theoretical principles of current grass-roots social governance on the premise that social governance is a kind of recognizable knowledge.In the context of social transformation in China,extensive social mobility and the diversified development of work organizations have led to the collapse of the dual governance system based on the unit system and the structural changes of social organization,resulting in the structural obstruction of access to interests,is the reason for the failure of current social governance.The maintenance mechanism of social justice is the key to social governance,and this mechanism has multiple organizational forms and practice patterns.The author puts forward that we should pay attention to the moral character of the system,understand and improve the administrative contract system in line with the characteristics of China's administrative body;Reshape the link between individual and public,learn from the successful experience of reactive governance actions with Chinese characteristics,and complete the establishment of a new structure of social justice.It updates and deepens the relevant knowledge of social governance and provides new ideas for the innovation of social governance in the new era.
