数字经济赋能绿色发展的现实挑战与路径选择

The Real Challenge and Path of Enabling Green Development of Digital Economy

蓬勃发展的数字经济能够引发从生产要素到生产力再到生产关系的全面绿色变革,实现对绿色发展的全方位赋能。数字经济为绿色发展夯实要素基础、扩展无限空间、提供根本保障。从动力机制来看,数字经济以技术创新为核心,为绿色发展提供不竭动力;从演化机理来看,数字经济对绿色发展的赋能效应主要表现为要素融合和精准匹配带来的企业成长和产业优化;从参与主体来看,数字经济能够为绿色发展推动形成以政府、企业和公众为主体的多元治理体系。然而,数字经济赋能绿色发展的过程中也面临诸多现实挑战,突出表现为:数字鸿沟与地区绿色发展水平差距相互交织,核心数字技术基础薄弱,传统产业数字化转型困难,新型基础设施建设风险溢出,数字流通体系运行不畅,数字治理能力不强。“十四五”时期,充分发挥数字经济赋能绿色发展的新优势,应积极推进数字中国建设、提升技术创新能力、推动传统产业转型、加强新型基础设施建设、加速建立现代流通体系、加快政府数字化转型。

The booming digital economy can trigger a comprehensive green transformation from production factors to productivity and then to production relations to realize the all-round enabling of green development.From the perspective of logical foundation,digital economy can consolidate the element foundation,expand infinite space and provide fundamental guarantee for green development.From the perspective of dynamic mechanism,digital economy takes digital technology innovation as the core power to enable green development.Its evolution mechanism is mainly reflected in enterprise growth and industrial optimization brought by factor integration and accurate matching.Meanwhile,digital economy can also promote the formation of a diversified governance system dominated by the government,enterprises and the public.In the process of enabling green development of digital economy,it also faces many blocking points,which are prominently reflected in the interweaving of digital divide and differences in green development level,weak foundation of core digital technology,difficulties in digital transformation of traditional industries,risk spillover of new infrastructure construction,poor operation of modern communication system and weak digital governance ability.During the 14th Five-Year Plan period,to give full play to the new advantages of enabling green development of digital economy,we should actively promote the construction of the Digital China,improve the ability of technological innovation,promote the transformation of traditional industries,strengthen the construction of new infrastructure,accelerate the establishment of modern circulation system and accelerate the digital transformation of government.
