自确立党费收缴制度以来,中央就制定有关制度对党费收缴、使用和管理情况进行监督。1952年,中央《关于党员缴纳党费的规定》更是明确要求每个支部应按时检查党费的征收。1955年中央组织部要求各地对党费进行检查,并将检查情况上报中央组织部。从检查的结果看,党费收缴使用中存在的问题主要是党员不按规定向党组织交纳党费,党费管理和使用存在问题。为解决上述问题,党中央进一步明确党费收缴标准,规范党费的使用范围,加强对党费收缴和使用情况的监督,形成了党费汇报制度。

Since the establishment of the collection system of Party membership dues,the central government has adopted censorship on the payment,usage and management.In 1952,the Central Committee,in Regulations of Collecting the Party Membership Dues,explicitly required that every branch should ensure that the Party membership dues were collected on time.In 1955,the Organization Department of the CPC Central Committee demanded a report about the dues collection of the Party organizations at all levels and found that there existed problems in dues payment,management and usage.To solve the problems,the CPC Central Committee made specification of the dues standard amounts,dues management and the usage.To strengthen the censorship,it decided a reporting system about the collection of Party membership dues.
