Synergy Mechanism and Realization Path of Dynamic Balance of Supply and Demand in Sports Industry Under the New Development Pattern of “Dual Circulation”

供需动态平衡是“双循环”新发展格局下体育产业高质量发展的应有之义。采用文献资料法和逻辑分析法,探究体育产业供需动态平衡理论源流、失衡表现、协同机制与实现路径。研究认为:(1)体育产业供需动态平衡是从供需两侧发力,以体育产业供给侧改革作为发展主线,以培育体育产业内需体系为重点,疏通体育产业生产、分配、流通、消费环节堵点,形成供给创造需求、需求牵引供给的动态平衡体系。(2)体育产业供需结构性失衡主要表现在数量、结构、地域、人才、政策五个方面,具体体现在体育产业供需总量不匹配、供需结构不匹配、供需区域不均衡、人才供需求不匹配、政策供需不匹配。(3)体育产业供需动态平衡要求政府、市场、社会、企业协同配合,其协同机制体现在政府层面要发挥政府调控作用,在市场层面要充分发挥市场主体作用,在社会层面要发挥居民需求牵引供给作用,在企业层面要发挥体育企业供给创造需求的带动作用。(4)要以需求侧管理战略为基点,推动体育产业供需总量匹配;以供给侧结构性改革为主线,促进体育产业供需结构匹配;以供需两侧发力为手段,推动体育产业供需地域均衡;以供需网络协同创新为抓手,实现体育产业人才供需均衡;以数字经济融合为驱动,提升体育产业供需政策适配的实现路径。

The dynamic balance of supply and demand has the proper meaning of the high-quality development of the sports industry under the new development pattern of “dual circulation”.With the methods of literature review and logical analysis, the theoretical origin, imbalance performance, synergy mechanism and realization path of the dynamic balance of supply and demand in the sports industry are explored. It has been shown that(1)The supply-side reform is the main line of development, focusing on cultivating the domestic demand system of the sports industry, clearing the blocking points in the production, distribution, circulation and consumption of the sports industry, and forming a dynamic balance system in which supply creates demand and demand drives supply;(2) The structural imbalance of supply and demand in the sports industry is mainly manifested in five aspects: quantity, structure, region, talent, and policy. It is embodied in the mismatch between the total supply and demand of the sports industry, the mismatch between supply and demand structure, the imbalance between supply and demand regions, the mismatch between talent supply and demand, and the policy supply and demand. Mismatch;(3) The dynamic balance of supply and demand in the sports industry requires the coordinated cooperation of the government, the market, society and enterprises. At the social level, it is necessary to play the role of residents’ demand in pulling supply, and at the enterprise level, it is necessary to play the leading role of sports enterprises’ supply and creating demand;(4) It is proposed to take the demand-side management strategy as the basis to promote the matching of the total supply and demand of the sports industry;based on the supply-side structural reform as the main line, to promote the matching of the supply and demand structure of the sports industry;to promote the geographical balance of the supply and demand of the sports industry by means of both sides of the supply and demand;to realize the balance of supply and demand of talents in the sports industry by taking the collaborative innovation of the supply and demand network as the starting point;driven by the integration of digital economy, to improve the realization path of the supply and demand policy adaptation of the sports industry.
