大豆是中国唯一与世界完全接轨的主粮作物,目前中国已成为全球最大的大豆消费国与进口国,受国外低价大豆进口影响,国产大豆供给能力不足导致进口依存度过高,已严重影响国家大豆产业安全。黑龙江省是中国最大的大豆生产、商品供给以及食用大豆与高油大豆生产基地,肩负着保障国家大豆产业安全的重任,“十四五”时期是中国粮食实现高质量发展的关键时期,黑龙江省大豆产业发展应抓住这一历史机遇期,加强规划顶层设计,争取各方政策对优质大豆种质提升、种植基地、大豆物流产业园、交易中心及产业集群等重大工程和重大项目的支持,继续深入实施优质粮食工程,将“五优联动”贯穿于大豆产购储加销的全过程,真正意义上体现优质优价,促进大豆供应链、产业链、价值链“三链齐发”,实现黑龙江大豆产业高质量发展。

Soybean is the only staple grain crop in China that is fully in line with the world.At present,China has become the world's largest soybean consumer and importer.Influenced by the import of low-price soybeans from abroad,the insufficient supply capacity of domestic soybeans leads to high import dependence,which has seriously affected the safety of China's soybean industry.Heilongjiang province is China's largest base of soybean production and supply of goods,and production base of edible soybean and soybean with high oil,and shoulders the important task of ensuring the safety of national soybean industry.The 14th Five-Year Plan period is the key period for China's grain to achieve high-quality development,the development of soybean industry in Heilongjiang province should seize this historic opportunity,strengthen the top-level design of planning,and strive for policy support from all parties for major projects and projects such as high-quality soybean germplasm improvement,planting bases,soybean logistics industrial parks,trading centers and industrial clusters.We will continue to implement high-quality grain projects,and integrate the linkage of five advantages into the whole process of soybean production,purchase,storage,processing and marketing,so as to truly reflect high-quality and competitive prices,promote the development of soybean supply chain,industrial chain and value chain,and realize the high-quality development of Heilongjiang soybean industry.
