城镇燃气行业综合型应急管理机制建设分析

Analysis on the Construction of Comprehensive Emergency Management Mechanism in Urban Gas Industry

在我国应急管理体制改革背景下,各级政府、各个行业的应急能力建设重要性十分凸显。近年来,我国天然气行业发展迅速,天然气已成为城镇燃气供应主力军。但由于天然气具有易燃易爆的化学特性加之燃气行业安全风险点多面广的固有特性,使得安全营运风险突出。为此,以防灾减灾保护人民群众生命财产安全为目标,构建由规范地方燃气行业企业应急救援体系、强化地方政府燃气行业应急能力监管体系两方面组成的综合型应急管理机制,对推动经济健康持续发展至关重要。

In the context of the reform of the national emergency management system,the importance of government and industry emergency response capacity building is highlighted.In recent years,the national natural gas industry has developed rapidly,and natural gas has become the main force in the urban gas supply industry.However,due to the flammable and explosive chemical characteristics of natural gas and the inherent characteristics of safety risks in the gas industry,the safety operation risks are prominent.With the goal of preventing and reducing disasters and protecting the safety of people’s lives and properties,it’s important to construct a comprehensive emergency management mechanism consisting of regulating the emergency rescue system of enterprises in the gas industry and strengthening the supervision system of the government’s emergency capacity.
