医药集采平台社会治理模式研究——以重庆为例

Research on Social Governance Model of Centralized Drug Procurement Platform——Taking Chongqing as an Example

本文对我国当前药品耗材集采平台建设的功能、任务、挑战进行了分析,并在总结重庆实践经验的基础上,提出相关思考建议。在新发展理念指引下,医疗保障部门可创新社会治理模式,通过购买第三方专业服务,适应新形势下集中带量采购常态化、制度化要求,赋能医药集采高质量发展,支持服务医药价格改革与管理,实现有为政府和有效市场相结合。

The paper analyzes the functions,tasks and challenges of the current centralized purchase platform for drugs and medical consumables in China,and puts forward suggestions based on the summary of Chongqing's experience.Under the guidance of the new development concept,the healthcare security department can innovate the social governance model,adapt to the requirements of the normalization and institutionalization of centralized procurement in quantity under the new situation by purchasing third-party professional services,empower the high-quality development of centralized procurement,support the reform and management of medical service and medicine prices,and achieve the combination of a promising government and an effective market.
