镇街综合行政执法改革为何难以落地?——基于“政策执行综合模型”的分析

推动镇街综合行政执法既是建设法治中国、深化行政执法体制改革的重要内容,又是完善基层治理体系、减轻基层工作负担的重要部署。通过理顺权责关系、整合执法资源、加强制度建设,镇街综合行政执法改革取得了一定成效。镇街综合行政执法改革面临政策问题相对较难、政策本身规制能力较低、政策以外影响变量复杂等问题,导致改革“政策悬浮”。当前镇街综合行政执法改革依然处在过渡阶段,需要根据政策执行情况及时调整完善,进一步厘清职责边界、健全运行机制、夯实基础保障、激发群众参与,精准赋能镇街政府,推动镇街综合行政执法改革落地见效,切实提高基层行政执法效率和水平。

Promoting comprehensive administrative law enforcement in township goverenments and subdistrict offices is not only an important part of building a law-based China and deepening the reform of the administrative law enforcement system,but also an important deployment to improve the grass-roots governance system and reduce the burden of grass-roots work.The reform has achieved certain results.The reform of administrative law enforcement at the grass-roots level is faced with problems such as relatively difficult policy problems,low regulatory capacity of the policy itself,and complex influence variables outside the policy,which lead to“policy suspension”of the reform.At present,the reform of the comprehensive administrative law enforcement in township governments and subdistrict offices is still in transition.It needs to be adjusted and improved in time according to the implementation of the policy,further clarify the boundaries of responsibilities,improve the operation mechanism,consolidate the basic guarantee,stimulate the participation of the masses,accurately empower the township governments and subdistrict offices,so as to promote the implementation of the reform,and effectively improve the efficiency and level of grassroots administrative law enforcement.
