Divide and Conquer:The Spatial Dimension of Urban Resilience

工业化、市场化和现代化促进了以人口和资源集聚为核心特征的城镇化,衍生了多元复杂的社会风险。通过空间治理提升城市韧性是应对风险的重要策略,注重以人口、资源与生态良性协调从而达到从源头分散和阻断风险的治理目标。基于权力和资本的空间配置逻辑、基础设施空间韧性不足、发展规划的空间治理意识缺失和空间资源分布不平衡不充分制约了韧性城市建设。城市建设与治理应贯穿韧性理念,通过多中心、网络化和分散化的空间治理引导人口、资源与生态的合理布局,为城市安全和可持续发展提供社会、物质和环境支撑。

Industrialization,marketization,and modernization have promoted urbanization with population and resource agglomeration as its core features,and have generated multiple and complex social risks.Improving urban resilience through spatial governance is an important strategy to deal with risks,focusing on the benign coordination of population,resources and ecology to achieve the governance goal of dispersing and blocking risks from the source.The logic of spatial allocation based on power and capital,insufficient spatial resilience of infrastructure,lack of awareness of spatial governance in development planning,and inadequate distribution of spatial resources restrict the construction of resilient cities.Urban construction and governance should run through the concept of resilience,guide the rational distribution of population,resources and ecology through multi-center,networked and decentralized spatial governance,and provide social,material and environmental support for urban security and sustainable development.
