长江经济带高质量发展与绿色发展耦合路径研究

Study on the Coupling Mechanism, Mode and Path of High-Quality Development and Green Development in the Yangtze River Economic Belt

从目标层、路径层及行动层,阐述长江经济带高质量发展与绿色发展的耦合机理。目标层耦合表现为二者对可持续发展及社会福利提升的共同追求,路径层耦合表现为二者实现路径存在多维交叉性,行动层耦合表现为二者具有相同的行动理念:创新、协同与共享。基于绿色创新共同体的耦合载体设想,从链式耦合、模块化耦合、网络状耦合,分别探讨长江经济带高质量发展与绿色发展的耦合模式与路径。其中,链式耦合是将绿色创新价值链各环节在经济带城市群内部纵向布局,实现链式对接;模块化耦合是将绿色创新价值模块在经济带城市群内部平行布局,实现模块化对接;网络状耦合意在促进绿色创新要素在经济带整体区域内立体交叉布局,实现网络状联结。

In regards to target, path and action, the coupling mechanism of high-quality development and green development of the Yangtze River Economic Belt is expounded. The coupling of goal refers to the common pursuit of sustainable development and social welfare improvement. The coupling of path refers to the multi-dimensional intersections between implementation paths. The coupling of action refers to the same action concepts of innovation, synergy and sharing. Based on the coupling carrier of the green innovation community, from the chain coupling, modular coupling, and network coupling, the coupling modes and paths are discussed respectively. Among them, the chain coupling is to vertically arrange the green innovation value chain in the economic urban agglomeration, and realize the chain docking;the modular coupling is to parallelize the green innovation value module in the economic belt urban cluster, and realize modular docking;the network-like coupling is intended to promote the cross-over layout of green innovation elements in the overall economic zone, and realize the network-like linkage.
