湖南省林长制第三方评估研究

Third-Party Evaluation Research on the Forest Chief Scheme in Hunan Province

第三方评估是政府绩效评价管理的重要形式,林长制第三方评估作为地方党委政府推行林长制绩效考核评价的补充形式,开展此项工作具有重要意义。以湖南省林长制工作内容和湖南自然生态系统特征为背景,以林长制管理效能第三方评估作为研究对象,简述当前学术界关注的林长制热点问题,分析林长制第三方评估的形势和条件,提出了评估的目的、方法和评估主体组成。结合湖南森林资源特点与生态空间安全格局,构建评估的对象范围、评估内容与评估指标基本架构,湖南林长制评估以“一江一湖一心三山四水多廊”为重点对象与范围,评估内容主要包括林长制制度机制建设与运行和森林资源保护发展成效两大方面,评估指标体系包括制度体系建设、工作体系运行、保护发展目标、重点工作任务、经济利用建设以及社会影响度评价等。基于当前林长制第三方评估尚处于探索起步阶段,提出了探索建立林长制第三方评估准入机制、完善行业标准、建立监管机制等政策建议。

The third-party evaluation is an important form of government performance management.The third-party evaluation of Forest Chief Scheme is the supplementary form for local party committees and governments to carry out performance evaluation,which is seldom carried out at present.This paper takes the third-party evaluation of Forest Chief Scheme management effectiveness as the object,which is based on the work content of Forest Chief Scheme and the characteristics of natural ecosystem in Hunan province.This paper analyzes the situation and conditions of the third-party evaluation,puts forward the purpose and method,proposes main body composition of Forest Chief Scheme evaluation.It constructs the basic framework of evaluation object range,content and evaluation index.It combines with the characteristics of forest resources and ecological spatial security pattern,selects“one river of Changjiang,one lake of Dongting,one heart of Changzhutan agglomerations,three mountains of Wuling-xuefeng mountain,Mufu-luoxiao mountain and south mountain,four rivers of Xiangjiang river,Zijiang river,Yuanjiang river,Lishui river,and multiple ecological corridors”as the key object of third-party evaluation of Forest Chief Scheme construction in Hunan province.The evaluation includes the construction and operation of the Forest Chief Scheme,the protection and development effect of forest resources.The evaluation index system includes institutional system construction,work system operation,the protection target and development objectives,main work tasks,the utilization economic construction and social impact evaluation.Based on the initial stage of the third-party evaluation of the Forest Chief Scheme,this paper puts forward some policy suggestions,such as exploring the establishment of the access mechanism,perfecting the industry standard and establishing the supervision mechanism.
