Allocation Efficiency and Spatial Auto-Correlation Analysis of Traditional Chinese Medicine Resources

目的:分析我国中医医疗资源配置效率和空间集聚特征,为优化中医医疗资源配置提供科学参考。方法:运用三阶段数据包络分析(DEA)模型测算2019年我国31个省(区、市)中医医疗资源的配置效率,采用全局莫兰指数、局域莫兰指数和Getis-Ord G^(*)指数分析其空间自相关性。结果:我国中医医疗资源配置效率总体不高,综合效率平均值0.817,且区域之间发展不均衡,综合效率中部最高、西部次之、东部最低;中医医疗资源配置效率受外部环境和管理噪声的影响较大,各项投入要素的冗余现象普遍存在;中医医疗资源配置效率呈现空间集聚特征。结论:中医医疗资源配置要“质”“量”兼顾、重点突出,实现区域均衡发展;依托经济、社会、人口及政策环境因素,消解中医医疗资源投入冗余;打破省域分割,构建中医医疗资源空间新格局。

Objective To explore the allocation efficiency and spatial auto-correlation characteristics of traditional Chinese medicine(TCM) resources,so as to provide scientific reference for optimizing the allocation of TCM resources.Methods This article measured the allocation efficiency of TCM resources in 31 provinces of China in 2019.The three-stage DEA model was used to calculate and analyze the allocation efficiency of TCM medical resources.In addition,the global Moran index,local Moran index and Getis-Ord G^(*) index were used to analyze the spatial auto-correlation.Results The overall efficiency of TCM resources allocation efficiency was not high,with an average comprehensive efficiency of 0.817.An uneven development trend was found in different regions,with middle regions presented the highest comprehensive efficiency,followed by the west and the east regions.The allocation efficiency of TCM resources was greatly affected by the external environment and management noise,and the redundancy of various input factors was common.The allocation efficiency of TCM resources in China presented the characteristics of spatial agglomeration.Conclusion The allocation of medical resources of TCM should give consideration to both "quality" and "quantity".And it is necessary to highlight key points,while realize regional balanced development.Relying on economic,social,demographic and policy environmental factors,it is suggested to eliminate the redundant investment of TCM resources.We also recommended to break the provincial division and build a new spatial pattern of TCM resources.
