摘要
以A医院为例,根据医院学科建设中的资源配置相关理论,总结其实践经验——以帕累托改进为主,基于优势积累理论、梯度理论和外部性理论,优先支持规模效率或技术效率亟待提升的真实需求,重点支持旨在提高技术效率和应用价值的发展方向,同时,参考权力约束理论,兼顾资源配置中的程序公平、机会公平,重视薄弱学科的新技术发展。
Taking hospital A as an example,according to the relevant theories of resource allocation in hospital discipline construction,this study summed up its practical experience.Hospital A was mainly based on Pareto improvement,which used advantage accumulation theory,gradient theory and externality theory to give priority to supporting the real needs derived from the increase of scale efficiency or technical efficiency.Meanwhile,hospital A adopted power constraint theory,considering the fairness of procedures and opportunities in resource allocation,to attach importance to the development of new technologies in weak disciplines.
