摘要
基于多中心治理的理论视角,分析“惠民保”发展现状,总结存在的问题,探索构建“惠民保”可持续发展的多中心治理路径——多元共治网络、加强政策保障、引入自我竞争机制、促进社会参与监督、明确多方权责关系。
Based on the theoretical perspective of multi-center governance,this paper analyzed the development status of "City-customized Medical Insurance",summarized the existing problems,and explored the construction of a multi-center governance path for the sustainable development of "City-customized Medical Insurance".It is suggested to build multiple co-governance networks,strengthen policy guarantees,introduce self competition mechanism,promote social participation in supervision,and clarify the relationship between multiple parties’ rights and responsibilities.
