农村宅基地“三权分置”改革实践与深化路径——基于安徽省东至县梅树亭村的考察

The Reform Practice and Deepening Path of "Separation of Three Rights" of Homestead——Based on the Investigation of Meishuting Village, Dongzhi County in Anhui Province

2020年8月,新一轮农村宅基地制度改革试点工作正式启动,探索宅基地“三权分置”是本轮改革的主要内容。聚焦新一轮农村宅基地制度改革试点地区——安徽省东至县梅树亭村,对该村推进落实宅基地集体所有权、保障宅基地农户资格权及放活宅基地和农房使用权三方面对宅基地“三权分置”改革情况进行探究,以推进农村宅基地制度创新为重点,结合相关要求,提出宅基地“三权分置”改革的深化路径,以期为试点地区推进新一轮农村宅基地制度改革及探索宅基地“三权分置”改革有效实现形式提供有益参考。

In August 2020, a new round of pilot work of rural homestead system reform was officially launched. Among them, exploring the "separation of three rights" of homestead is the main content of this round of reform. Taking Meishuting village, Dongzhi County, Anhui Province, as the research object in the pilot area of the new round of rural homestead system reform, combined with the field investigation of the village, this paper explores the reform of "separation of three rights" of homestead from three aspects:promoting the implementation of collective ownership of homestead, ensuring the qualification right of homestead farmers and liberalizing the use right of homestead and rural housing. Focusing on promoting the innovation of rural homestead system, combined with the specific requirements of exploring the "separation of three rights" of homestead, this paper puts forward the deepening path of the "separation of three rights" reform of homestead in the future, in order to provide a useful reference for the pilot areas to promote a new round of rural homestead system reform and explore the effective implementation form of the "separation of three rights" reform of homestead.
