增能视角下随迁老人参与社区治理的研究——以武汉市B社区为例

Research on Participation of Migrant Elderly in Community Governance from Empowerment Perspective——Take community B in Wuhan as an Example

在人口老龄化和新时代社会治理背景下,社会工作实务在促进越来越多的随迁老人参与城市社区治理方面发挥了积极作用。在武汉市B社区,社会工作者通过支持随迁老人参加志愿服务、协调建立“银龄学院”、帮助组建随迁老人自组织、促进老人参与党建工作等服务,有效地满足了随迁老人的社区融入、增进健康、丰富文娱活动、自我实现等需求。由于随迁老人参与积极性差异大、参与范围有限及参与时间不稳定等现实问题,从个人、人际和环境层面提出增强个人能力、增强参与意愿、创设便利条件等建议。

In the context of aging population and social governance in the new era,social work has played an increasingly positive role in facilitating migrant elderly to participate in urban community governance.In Community B in Wuhan,social workers effectively meet various needs of the elderly by supporting them to participate in volunteer services,helping establish the“silver age college”,assisting them in setting up the association of their own and guiding them to join Party work.In view of problems in terms of individual’s varied degree of participation,limited scope and unpredictable available time,this paper proposed some solutions such as enhancing personal ability,stimulating willingness to participate and creating convenient conditions.
