高质量发展视域下我国农业贸易:内涵、现状及对策分析

China’s Agricultural Trade from the Perspective of High Quality Development:Connotation,Current Situation and Countermeasures

农业是关系国计民生的基础产业,农业贸易的高质量发展对调节国内农产品供需、助推乡村振兴具有重要意义。文章从界定农业贸易高质量发展的内涵入手,分析我国农业贸易发展现状,研判与高质量发展水平所存在的差距。入世以来,虽然我国农业贸易规模快速扩大,但仍处于“大而不强”的状态,存在贸易供应链不稳、贸易结构欠合理、贸易新动能不强、贸易效益不平衡等一系列问题。新发展阶段,基于保障国家粮食安全以及实现乡村振兴的现实要求,我国应做好促进农业贸易高质量发展的顶层设计,优化农业贸易结构,培育农业贸易发展的新动能和新优势,并提升农业贸易对西部落后地区的经济带动效应。

Agriculture is a basic industry related to China’s national economy and people’s livelihood.The development of agricultural trade plays an important role in regulating the supply and demand of domestic agricultural products and promoting rural revitalization.Starting with the definition of the high-quality development of agricultural trade,this paper analyzes the current situation of China’s agricultural trade development and the gap in realizing the high-quality development.Since China’s entry into WTO,although the scale of China’s agricultural trade has expanded rapidly,it is still“large but not strong”.There are a series of problems such as excessive import growth,unstable import supply chain,unreasonable trade structure,weak new trade momentum,and unbalanced regional development.In the new stage of development,based on the realistic requirements of ensuring national food security and realizing rural revitalization,it is of great importance to enhance the top-level design of high-quality development of agricultural trade,optimize the structure,cultivate new driving force and new advantages,and promote the economic driving effects of agricultural trade on the backward areas in western China.
