新发展格局下中国产业链高质量发展面临的困境及对策

Difficulties and Countermeasures of China’s Industrial Chain Developing with High-Quality Under the New Development Paradigm

党的十九届五中全会提出,要加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局。构建“双循环”新发展格局,离不开产业链高质量发展。近年来,贸易保护主义抬头,经济全球化遭遇逆流,新冠肺炎疫情对全球生产网络产生了巨大冲击,新工业革命对全球产业链布局的塑造日益深化,全球产业链呈现出本地化、地区化趋势,产业链分工的逻辑和形态发生了很大改变。在此背景下,劳动密集型产业链“不稳”、关键中间品产业链“不安全”、主要战略性产业链“不强”、产业链整体“不通畅”等风险值得高度关注。下一步,中国应着重提升产业基础能力,更加注重补短板和锻长板,有效防范规模外迁,促进产业链转型升级,全面提高我国产业链安全性、稳定性和竞争力。

The communique of the fifth plenary session of the 19th Central Committee of the Communist Party of China proposed to accelerate the construction of a new development paradigm with domestic circulation being the mainstay and the two circulations reinforcing each other.The construction of‘dual circulation’development pattern is inseparable from the high-quality development of the industrial chain.In recent years,trade protectionism has been on the rise.Economic globalization has encountered adverse currents.The COVID-19 pandemic has had a huge impact on global production networks.The new industrial revolution is increasingly shaping the layout of the global industrial chain.The global industrial chain shows a trend of localization and regionalization.The logic and form of the division of labor in the industrial chain have undergone great changes.In this context,risks such as unstable labor-intensive industrial chains,insecure key intermediate product industrial chains,weak major strategic industrial chains and poor overall industrial chains deserve close attention.Next,we should focus on improving the basic capacity of industries,learning from strengths to offset our weaknesses,effectively preventing mass migration,promoting the transformation and upgrading of the industrial chain,and comprehensively improving the security,stability and competitiveness of industrial chain in China.
