Risk Prevention and Control of Grassroots Administrative Law Enforcement in the New Era

我国基层行政执法点多面广,基层行政执法的工作压力和风险常常保持在高位运行。在新时代背景下,社会治理体系变革、非常态的社会秩序、行政处罚法的修订,对基层行政执法提出更高的标准和要求。基层行政执法风险主要体现在执法失职、行政相对人抗争和执法违法等方面。基层行政执法必须与时俱进,通过建设配套措施和协同机制、提升行政执法效能以及建立执法风险评估交流机制,从而实现行政执法过程中风险因素的防控,最终达到社会进步与人民群众幸福感的同步提升。

Our country’s grass-roots administrative law enforcement is multi-faceted,and the work pressure and risks of grass-roots administrative law enforcement are often kept at a high level.In the context of the new era,the reform of the social governance system,the abnormal social order,and the revision of the Administrative Penalty Law have put forward higher standards and requirements for grass-roots administrative law enforcement.The risks of grassroots administrative law enforcement are mainly reflected in the dereliction of duty in law enforcement,the resistance of administrative counterparts,and law enforcement violations.Therefore,grassroots administrative law enforcement must keep pace with the times,realize the prevention and control of risk factors in the process of administrative law enforcement through the construction of supporting measures and coordination mechanism and improving the efficiency of administrative law enforcement,establish the law enforcement risk assessment and exchange mechanism,and finally achieve the synchronous improvement of social progress and people’s happiness.
