档案记忆观视角下死亡人员人事档案价值鉴定新探

Appraisal of the Value Appraisal of the Personnel Archives of the Dead from the Perspective of Archives Memory

对死亡人员人事档案进行价值鉴定是管理人事档案必须面对的现实问题。当前对死亡人员人事档案价值鉴定的理论与实践中,存在重“精英人物”轻“普通人物”的现象,对于普通人物人事档案,往往只考虑到其对亲属的现实利用价值而忽视其“记忆”价值。本文从档案记忆观的视角,论述了死亡普通人物人事档案在构建社会、组织和家庭记忆中的重要价值,提出死亡普通人物人事档案可永久保存,吸收社会力量,构建国家档案馆、组织和家庭三级保存网络的建议。

It is a problem how to appraise the value of death personnel Archives.At present,there are some problems in the theory and practice of the appraisal of death personnel Archives,such as attaching importance to'elite people'rather than'ordinary people'.For ordinary people's personnel Archives,only their practical value for their relatives is considered and the value of'memory'is ignored.From the perspective of archival memory,this paper discusses the important value of the personnel Archives of the dead ordinary people in constructing the memory of society,organization and family,and this paper proposes that the personnel Archives of the dead ordinary people can be preserved permanently,and the three-level preservation network of national Archives,organization and family can be constructed by absorbing social strength.
