新区成片基础设施开发建设存在的问题及对策——以郑州航空港区双鹤湖片区开发为例

Problems and countermeasures in development and construction of infrastructure in New Area——A case study of Shuanghehu Area in Zhengzhou Airport Economic Comprehensive Experimental Zone

自20世纪90年代起,通过建设新区,拓展城市边界,我国的城镇化建设和城市发展举世瞩目,城市承载力显著提升。在各地的新区开发建设中,基础设施建设涉及部门多、专业多,项目点多、线长、面广,投资大、开发周期长,协调管理难度大,易出现重复拆建、投资效率低等问题。按照项目全流程管理的方法,结合城市开发建设的一般规律,注重宏观分析,从决策阶段、招标阶段、建设阶段3个阶段进行了分析论证,探讨片区开发建设管理的改进思路。在项目实操层面,通过优化项目决策、标段划分、接口(界面)管理、建设管理等方面工作,实现成片基础设施开发建设的布局合理化、建设有序化、投资精准高效化。

Since the 1990s,through the construction of new districts and the expansion of urban boundaries,China′s urbanization construction and urban development have attracted worldwide attention,and the carrying capacity of the city has been significantly improved.In the development and construction of new districts in various regions,infrastructure buildings involve many units and specialties,many project points,long lines,and a wide range of areas,large investment,long development cycle,difficult coordination and management,and prone to repeated demolition and construction,low investment efficiency and other problems.According to the method of project whole process management,combined with the general laws of urban development and construction,pay attention to macro analysis,analyze and demonstrate from the three stages of decision-making stage,inviting tenders stage,and construction stage,and discuss the improvement ideas of area development and construction management.At the practical level of the project,through optimizing project decision-making,bid segment division,interface(interface)management,and construction management,the layout rationalization,construction orderization,and investment accuracy and efficiency of the development and construction of large-scale infrastructure are realized.
