摘要
当前,全球治理格局呈现新变化:全球化的发展速度和发展质量面临弱化,全球经济整体正在滑入新一轮滞胀;全球化的安全基础面临异化,传统安全的影响再次上升;全球化的支撑载体面临分化,全球产业链供应链的断裂状态可能不断强化。部分国家在地缘博弈思维指导下的破坏行为,阻滞了多边改革,导致治理体系的碎片化,也加剧了全球治理在遭遇突发事件时的脆弱性。与此同时,经贸治理平台承压前行、开放区域治理稳步发展、金砖创新增添积极力量,成为全球治理变局中的积极因素。应对全球治理新变局,中国需要积极参与引领全球治理;加强全球治理体系改革和建设的理论建构;推进构建兼具公平与效率的治理制度;积极发展全球治理伙伴关系,妥善处理与各类国家及行为主体的关系,化解利益和观念冲突。
At present,the global governance landscape is showing new changes:the speed and quality of development of globalization is weakened,and the global economy as a whole is faced with a new round of stagflation;the security basis of globalization is facing alienation,and the influence of traditional security has arisen again;the support vectors of globalization are facing fragmentation,and the fractured state of the global industrial chain supply chain is likely to strengthen continuously.The destructive behavior of some countries guided by geopolitical game thinking has stalled multilateral reforms,led to the fragmentation of the governance system,and exacerbated the vulnerability of global governance in the event of unexpected events.At the same time,the economic and trade governance platform is under pressure to move forward,open regional governance is steadily developing,and BRICS innovation is adding positive strength,becoming a positive factor in the changing global governance.To cope with the new changes in global governance,China needs to actively participate in leading global governance;strengthen the theoretical construction of the reform and construction of the global governance system;promote the construction of a governance system that is both fair and efficient;actively develop partnerships in global governance,properly handle relations with various countries and actors,and resolve conflicts of interests and perceptions.
