Sino-US-Japan Value Chain Competition in East Asian Regional Governance

从增加值出口和价值链相对地位变化看,中国对东亚的重要性已超越美国和日本,成为东亚地区价值链核心,并在该地区全球价值链调整中实现了从承接者到转移者、从跟随者到推动者的变化。同时,国际经济政治格局加速演进,美日围绕东亚地区全球价值链调整相应政策举措,给东亚地区全球价值链分工和区域经济治理带来严峻挑战,可能引致价值链断裂和碎片化。中国应更积极参与东亚区域经济治理,从稳定国内经济、加强“双循环”战略、加快开放步伐和深化区域合作等方面做好战略部署,不断提升自身国际竞争力,为东亚地区全球价值链的重构和共同发展贡献中国力量和中国方案。

From the perspective of value added export and relative position change of value chain,China’s importance to East Asia has surpassed that of the United States and Japan,and has become the core of the value chain in East Asia.China has also realized the change from the acceptor to the transferer and from the follower to the promoter in the GVC adjustment in the region.At the same time,the international economic and political landscape is evolving at a faster pace,and the United States and Japan are adjusting corresponding policies and measures around the GVCS in East Asia,posing severe challenges to the division of global value chains and regional economic governance in East Asia,which may lead to the disruption and fragmentation of the value chain.China should take a more active part in regional economic governance in East Asia,make strategic arrangements in terms of stabilizing its domestic economy,strengthening the“dual cycle”strategy,accelerating the pace of opening-up and deepening regional cooperation,and continuously enhance its international competitiveness,so as to contribute its own strength and solutions to the reconstruction of the global value chain and common development in East Asia.
