推进养老服务高质量发展的新思路——基于服务场域、服务层次、基础支撑三重视角

New Ideas for Promoting the High-quality Development of Elderly Services-Based on the Triple Perspective of Service Area,Service Level and Basic Support

为更好应对人口老龄化,破解我国养老服务发展不平衡、不充分难题,“十四五”时期,推动养老服务高质量发展,应当秉持“以老年人为中心”的理念,推进养老服务体系完善。从服务场域看,要构建居家社区机构相协调、医养康养相结合的养老服务体系;从服务层次看,要形成基本养老服务与非基本养老服务协同发展的新发展格局;从基础支撑看,要尽快建立健全养老保障体系、完善老年人能力综合评估规范、老年人照护需求评估标准以及居家、社区、机构各场域养老服务标准等基础技术规范。

In order to better cope with the ageing population and solve the problem of unbalanced and inadequate development of elderly services in China,the 14th Five-Year Plan period should promote the high-quality development of elderly services and promote the improvement of the elderly service system with the concept of“putting the elderly at the centre”.From the perspective of service areas,we should build a senior care service system that is coordinated with home and community institutions and combines medical,health and recreation services;from the perspective of service levels,we should form a new development pattern of basic senior care services and non-basic senior care services;from the perspective of basic support,we should establish a sound senior care protection system as soon as possible,improve the comprehensive assessment norms for the abilities of the elderly,improve the standards for assessing the care needs of the elderly and the standards for home,community and institutional services.In terms of basic support,it is necessary to establish as soon as possible a sound elderly security system,improve the comprehensive assessment standards for the abilities of the elderly,the assessment standards for the care needs of the elderly and the standards for elderly care services in all areas of home,community and institutions.
