推进中国式现代化的规划治理:过程、特征与机理

Planning Govermance to Promote Chinese Modernzation: Process, Charateristises and Mechanism

用中长期发展规划指导经济社会发展是中国共产党治国理政的一种重要方式。既有研究论证了发展规划是一项中国特色的有效治理工具,但对这一治理工具的主体性与过程性缺乏深入探究。以国家层面的五年规划为例,将其嵌入中国共产党团结带领中国人民深入推进中国式现代化进程中分析可以看到,中国式现代化之路是一个把中长期发展规划和远景目标结合起来的有步骤的谋划过程。为适应时代变化兼容现代化的多元目标,中国共产党灵活调整规划属性,使其与中国特色社会主义制度相适应,规划治理因此成效显著行稳致远。把已经得到实施的十三个五年规划(计划)统合起来,可以解释中国共产党通过规划治理推进中国式现代化的内在机理。党的人民性锻造了发展规划作为治理工具的公共性,人民对现代化的百年梦想赋予了发展规划的公共价值追求。通过创造性地变革发展规划属性和理性组合中国式现代化建设领域,动员现代化建设的行动者,中国共产党通过规划治理稳妥地实现了温饱—小康—全面小康等阶段性现代化目标,正向2035年基本实现现代化和21世纪中叶建成现代化强国的目标迈进。

Using medium-and long-term development planning to guide economic and social development is an important way for the Communist Party of China(CPC)to govern the country.Existing studies have demonstrated that development planning is an effective governance tool with Chinese characteristics,but have neglected to explore why it is effective.This article takes five-year plans at the national level as an example,placing them into the process of modernization to discuss how development planning promotes the Chinese modernization process in conjunction with the Party’s leadership system,which is known as“planning governance”.Planning governance has experienced the process from industrial modernization to balanced integration of multiple fields.Such governance has achieved remarkable results in a sustained manner.This is due to the fact that the people’s nature of the Party has forged the publicity of development planning,and that the people’s centennial dream of modernization has endowed development planning with a public value pursuit.By creatively changing the attributes of development planning,rationally combining the fields of modernization and mobilizing modernization actors,the CPC has been steadily realizing the phased modernization goals-adequate food and clothing,a moderately prosperous society,and a moderately prosperous society in all respects,leading the nation towards the goals of basically realizing modernization by 2035 and building a modern power by the middle of the 21 st century.
