Feasibility and ways of grass carbon sink trading in China under the “dual carbon”goals

开展草碳汇交易可以充分发挥生态系统碳汇功能,是从碳吸收的角度助力实现我国“双碳”目标的现实需要,但目前还没有相关研究从碳汇交易开展必备条件的角度去论证中国开展草碳汇交易的可行性这一根本问题。从碳汇交易开展的基本条件和环节入手论证中国已具备开展草碳汇交易的条件,并通过分析美国草碳汇交易的开展得到启示,提出中国实现草碳汇交易的途径,即制定和完善草碳汇交易相关政策法规,建设草碳汇交易的支撑体系,并以碳排放权交易推进草碳汇交易。

The development of grass carbon sink trading can give full play to the carbon sink function of the ecosystem, which is a practical need to help achieve national “dual carbon” goals from the perspective of carbon absorption. However, there is no relevant research to demonstrate the fundamental issue of the feasibility of China’s grass carbon sink trading from the perspective of the necessary conditions for carbon sink trading. This paper starts from the basic conditions and links of carbon sink trading to demonstrate that China has the conditions to carry out grass carbon sink trading, and obtains enlightenment from the analysis of the development of grass carbon sink trading in the United States, and puts forward the ways for China to realize grass carbon carbon sink trading, that is, to formulate and improve policies and regulations related to grass carbon sink trading, build a support system for grass carbon sink trading, and promote grass carbon sink trading through carbon emission rights trading.
