军内科研机构项目绩效考核措施研究

为了对项目完成情况实施准确有效的考核,完善项目绩效考核工作显得尤为重要。基于目前军内科研机构项目绩效考核的现状,文章通过分析其在预算编制、考核指标、考核内容及考核机制方面存在的问题,从建立项目绩效考核机制、加强项目预算编制审核、提高绩效考核管理要求、完善定量考核指标等多个角度出发,对改进军内科研机构的项目绩效考核工作提出几点措施,以提高项目绩效考核工作的效率,激励项目组提高项目完成质量。

In order to carry out accurate and effective assessment of the project completion,it is particularly important to improve the project performance assessment.Based on the current situation of project performance assessment of military scientific research institutions,this paper analyzes the problems in budget preparation,assessment indicators,assessment content and assessment mechanism,and puts forward several measures to improve the project performance assessment of military scientific research institutions from the perspectives of establishing project performance assessment mechanism,strengthening the audit of project budget preparation,improving the management requirements of performance assessment,in order to improve the efficiency of project performance assessment and encourage the project team to improve the project completion quality.
