我国智能网联汽车产业管理体系与思路研究

Research on Management System and Thinking of Intelligent and Connected Vehicle Industry in China

智能网联汽车是新一代科技革命与汽车的融合体,其发展面临着监督管理、基础设施、技术应用、标准体系、测试评价等新型挑战。为了识别和破除产业发展障碍,以智能网联汽车产业和监督管理部门和机构为研究对象,分析了智能网联汽车产业监管难点,梳理了各国智能网联汽车产业监管现状和思路、职能职责,同时提出了我国智能网联汽车产业的监管重心、原则和思路建议。

The Intelligent and Connected Vehicle(ICV)is a fusion of the new generation of technological revolution and automobile,facing new challenges including supervision and management,construction of infrastructure,application of technology,standard system,test and evaluation.In order to identify and break the barriers in the development of the industry,this paper takes ICV industry and regulatory departments and agencies as the object of study,analyzes the difficulties in supervision and management,sorts out the current status,ideas,function and responsibility of the supervision of the ICV industry in different countries,and puts forward suggestions about the key points,principles and clues on our country’s ICV industry.
