The Interaction between Regime Construction and Social Governance in Shaanxi-Gansu-Ningxia Border Region during the Anti-Japanese War

抗日战争时期,如何在复杂的政治社会环境下开展陕甘宁边区的政权建设和社会治理工作,是中国共产党必须要解决好的现实问题。在此期间,中共中央和边区政府一方面依据客观实际,按照自己的政治意图对政权和社会进行规范和形塑;另一方面,边区社会内部的民众和传统习惯与之产生强烈的张力与冲突,在很大程度上影响着中共中央和边区政府政策的最终实施。双方在相互博弈、互相吸纳的过程中,最终形成良性互动。这一时期的政权建设与社会治理经验,对于新时期推进国家治理体系与治理能力现代化,具有一定的借鉴意义与参考价值。

During the War of Resistance Against Japanese Aggression,the political power construction and social governance in the Shaanxi-Gansu-Ningxia Border Region in a complex political and social environment was a practical problem that the Communist Party of China must solve.During this period,the Central Committee of the Communist Party of China and the Government of Border Region built political power and governed society according to their own political intentions,based on objective reality.In the meantime,however,there was a strong conflict between the people and traditional habits and the governance of the Central Committee of the Communist Party of China,which,to a large extent,affected the implementation of the policies.The two sides eventually changed each other in the process of game and absorption.The experience of political power construction and social governance in this period has certain referential significance for promoting the modernization of national governance system and governance capacity in the new era.
