贵州省“六个严禁”行动在森林保护中的作用

Role of“Six Prohibitions”Action in Forest Protection in Guizhou Province

我国森林覆盖率长期处于较低水平,乱砍滥伐现象普遍,森林火灾频发,且违法使用林地案件形势依然严峻,森林保护工作面临很大压力。以贵州省森林保护“六个严禁”执法专项行动为例,分析其森林督查工作的措施主要包括加强法律法规宣传、加大森林行政案件督查、严打涉林刑事犯罪、引入先进技术手段、施行生态扶贫政策等,并针对存在的责任机制不健全、降格处罚时有发生、行政处罚标准过低、基层专业能力不足等问题提出改进建议。

In China,the forest coverage is low,the phenomenon of deforestation is serious,forest fires occur frequently,and illegal use of forest land is serious,facing great pressure of forest protection.Taking the special law enforcement action of“six prohibitions”for forest protection in Guizhou Province as an example,this paper analyzed that the measures for forest supervision and inspection mainly included strengthening the publicity of laws and regulations,increasing the supervision of forest administrative cases,cracking down on forest related criminal crimes,introducing advanced technical means and implementing ecological poverty alleviation policies,as well as put forward improvement suggestions for the problems of imperfect responsibility mechanism,frequent occurrence of degraded punishment,low administrative punishment standards and insufficient professional ability at the grass-roots level.
